Watch it

The whole argument, in a little over two minutes

The same document read aloud: what the concept is, how much of it is already statute, and the six findings - two of which say that the device the concept opened with cannot be built and that the population it would watch is not the population that does the harm.

Footage: generated (OpenAI Sora 2) - abstract, depicts nothing and no one

Runtime 2 minutes 18 seconds. Captions are burned into the picture and also supplied as a WebVTT track, so they can be read, searched and restyled rather than only looked at.

What the film does not do

It carries no figure that is not on the pages it summarizes, and it makes no claim the specification does not make. It is a reading of the argument, not a trailer for a product - there is nothing to buy, nothing to sign up to, and nothing to be early for. Every figure it speaks is argued, sourced and cited on the page it belongs to.

How it was made

The narration was written from the pages of this site and voiced with a synthetic reader - elevenlabs, model eleven_v3, voice Laura, at a pace of ×1.08. The picture is the same footage that runs behind the headings on every other page. The narration was recorded first and the picture cut to it, so no sentence was shortened to fit a clip.

Why this film was rebuilt

An earlier cut opened on a child wearing a band that detected a nearby tracker at fifty feet, and it counted four findings. The specification now says that device cannot be built - two passive wearables cannot detect each other without an external illuminator - and it carries six findings, not four. A film that contradicts the document it introduces is worse than no film, so this one was rewritten from the findings rather than patched, and the build refuses to ship if the superseded claims reappear in the narration.

Two lines were corrected again when the specification was revised. The narration had said that six decibels of real signal sat under nineteen decibels of noise; the revision withdraws that nineteen-decibel antenna-orientation figure altogether, so the film no longer speaks it. What the sources carry is that free-space path loss between 15 m and 30 m is about six decibels, while changing nothing but which human being sits in the seat moves the reading ten decibels either way - before orientation, pockets, walls or crowds are counted at all. Nuisance variance from a single variable already exceeds the entire usable signal, so the conclusion is unchanged and the arithmetic behind it is now the arithmetic the sources support. The passive-tag claim was narrowed the same way: carrier-assisted tag-to-tag communication has been demonstrated, but only where a separate reader floods both tags, and only at sub-meter range - which is why the sentence now names the illuminator instead of asserting an absolute. The audio for both lines was re-voiced rather than re-captioned, because a transcript that does not match the clip beside it is the defect this page exists to prevent.

Every word spoken in the film, in order, with the second it begins. This is the text that was given to the voice engine, not a re-typing of what it sounded like.

TimeSpoken
0:02 The conceptA child is protected. An adult under monitoring comes near. Something proportionate happens.
0:07 Already lawMost of the tracking already exists. Six findings reshape the rest.
0:12 Finding 1 · EmpiricalThe people this can watch are not the people who do the harm. 94.1% of child molestation arrests are first-time offenders.
0:20 Finding 1 · Who offendsFor victims under six, 48.6% of offenders were family and 48.3% acquaintances. Nineteen of every twenty arrests are out of reach.
0:30 Finding 2 · PhysicalThe wristband as described cannot be built. Two passive wearables cannot detect each other without an external illuminator.
0:37 Finding 2 · The arithmeticCertified passive NFC range is 20 millimetres, against a requirement of 15,240.
0:44 Finding 2 · What replaces itSix decibels of real signal between 15 and 30 metres. Swap the person in the seat and it moves ten decibels either way. The work moves onto anchors at fixed places.
0:54 Finding 3 · LegalTokenization is a privacy control, not a legal authorization.
0:58 Finding 3 · Already completeUnder Grady, the search occurs when a device is attached and tracks, complete before anything is stored, hashed or discarded.
1:05 Finding 4 · OperationalAlert fatigue is the failure mode. 95.50% of monthly GPS alerts in one county were false; 80% were never checked in a state audit.
1:15 Finding 4 · The load1% of roughly 63,000 monthly alerts in another state were restricted-zone entries.
1:21 Finding 4 · What that costsRepeated tamper alerts each fell below the escalation threshold. The officer was never notified, the device came off, and a rape and murder followed.
1:28 Finding 5 · DesignAn alarm points at the person the tokens were protecting. The fix is a private warning, triggered by the zone, never a child.
1:36 Finding 5 · Never by a childA warning that confirms a child is present is a detector handed to the wrong person.
1:41 Finding 6 · LegalRetroactive imposition is where this gets struck down. Courts tolerate retroactive registration, not retroactive monitoring or geographic restriction.
1:51 What survivesWhat survives is set membership decided locally and in real time, with identity remote, authorized and logged.
1:58 The whole architectureA system that can watch everything and still be unable to say who anyone is.
2:03 A design documentThis is a design document. Nothing here has been built or deployed. It is published so it can be argued with before anyone builds it.

Timings are measured from the assembled film. The caption file at /media/film.vtt carries the same text, and the build asserts it is byte-identical to what was sent to the voice engine before the film is allowed to ship.

What is in the picture

Nothing in the film is a depiction of the system. No frame shows a device, an interface, a child, or a record, because none of those things exist to be shown. The footage is the site's own material and is credited the same way here as it is on the credits page, and the same credits are drawn onto the film's end card.

Status of what you just heard

This is a design document. No system described in the film has been built, procured, piloted or deployed. The film exists for the same reason the rest of the site does: so the concept can be argued with before anyone spends money on it.
